| Dear Express Explained reader, Even as it underlined that there will be some “judicial scrutiny” of “prolonged, unexplained and indefinite” delay in granting assent to Bills, the Supreme Court last week rolled back the timelines and directives for state governors and the President to act on bills passed by legislatures. While keeping the door open for states to move the court against a Governor delaying the legislative process, the top court has strived to strike a balance in the separation of powers. In effect, it seems to have circumscribed its role in this increasingly fraught political issue as that of a facilitator of dialogue between the states and the Centre, instead of adjudicating it as an adversarial constitutional case, wrote Apurva Vishwanath in an explainer on the issue.
